About the Role

This position reports to the Chief Executing Officer (CEO) of DP World Berbera and the main purpose of the role is to control and provide direction to Operations of DP World Berbera and supervise the daily operations of Container, GC/Bulk and Livestock Terminal, Planning, Engineering/Technical, Civil Engineering, HSE and Security. To plan and monitor terminal capacity and to ensure required capacity based on business forecast and to achieve profit, revenue, and operational objectives of the Company.

(Operation is referring to BOTH Operations and Engineering)

Key accountabilities
  • To implement, direct and administer general policies established by DP World - HO, develop the Business Unit annual and long term (business) plans, plan, develop and approve specific operational policies, programs, procedures and methods in line with general policies.
  • Work closely with the CEO of DP World Berbera to develop and implement a strategic plan to advance mission, vision and values of the Business Unit.
  • To ensure there is adequate resources - skilled manpower and equipment to sufficiently meet daily operations.
  • Take the Leadership role in the establishment of performance indicators for all operations department functions and monitor performance against operating goals.
  • To plan the implementation of DP World safety & security standards within DP World Berbera  and ensure implementation of Fatal Risk Standards, Standard work practices and compliance with HSE policy. Ensure all accidents occurring within the Terminal are investigated in accordance to defined safety procedures.
  • To promote prompt, smooth and efficient dialogue between shipping lines, shipping agents, traders, customs, port authority and the terminal operations to maintain strong and professional relationships with customer line and ensure vessels meet pro-forma productivity.
  • To provide high level customer relations and services; and ensure compliance with DP World policies and procedures thereby protecting the image of DP World and DP World Berbera.
  • Coordinate development of operating and capital budgets according to the budget calendar; monitor monthly and other financial statements for DP World Berbera; take effective corrective action as required.
  • Properly manage all aspects of DP World Berbera Operations activities to ensure and maintain the quality of services provided at high level of efficiency and meet International standards.
  • Develop, maintain and disseminate a basic management philosophy to guide all Operations Department staff towards optimal operating results, employee morale and customer satisfaction.
  • Oversee the performance evaluation process for the organization, monitor the external environment as it relates to port operations to anticipate and adapt to significant changes.
  • To ensure financial strength and operating efficiency and to collaborate with senior management leading the organization towards achieving business goals and objectives.
  • To set targets for Container and GC/Bulk and Livestock throughput in a competitive market environment, Review operating results, comparing with established objectives, and recommend appropriate innovative cost effective measures to enhance outcome.
  • To plan develop and implement DP World Berbera strategies to accommodate terminal capacity expansion to current and future organizational needs.
  • Conduct weekly meeting with key personnel to apprise on Terminal Performance and other major activities.
  • Act as the key internal and external focal point for the company's technical activity.
  • Ensure in assisting Security Manager to maintain terminal security plan.
  • Ensure that the professional standard of the terminal security forces are at the highest order.
  • Identify and develop the Department's technology and training requirement.
  • To set KPIs for operational performance for the department, guide and advise team of professionals to successfully meet targets and objectives.
  • Information Technology (IT): Overview the overall maintenance, development and enhancement of the terminal operating system, network, computer operating systems, and business/ functional applications in DP World Berbera .
  • Engineering (Maintenance) Overview and direct activities of technical department in a customer oriented and cost effective manner with adherence to performance, safety, quality and productivity in order to ensure continuous equipment availability and equipment preservation.
  • Civil Engineering: Overview the overall maintenance of the Container Terminal civil works, berths, yards, roads, buildings and other facilities.
Experience
  • Extensive relevant Port Management experience with substantial professional experience in a senior management position, that had responsibility over both operations and Engineering.
  • Proven track record of ability to manage and drive change to high operational standards in difficult environments.
  • Worked in diverse and developing countries.
  • Proven ability to communicate in environments with different language capabilities than his/her own and able to gain people’s trust and buy-in.
  • Had solid experience and success in making different stake-holders both internal and external.
  • Experience in work environments that had 3rd party companies to manage.
  • Fluent in English.
  • Arabic speaker is desirable.
  • A proven track record of managing operational/engineering activities in a container terminal; for both Container and GC/Bulk
  • Work effectively with other people to achieve individual, team and corporate goals. This is done by managing and motivating a team towards the achievement of team and corporate goals;
  • Ability to focus on identifying and meeting customers needs, building long term trusting relationships and partnering to mutual benefit. This encompasses both internal and external customers and develop long term partnerships with them;
  • To have the energy and determination to increase Container Terminal's capability to deliver and improve business results by maximizing resources to achieve individual and team objectives;
  • Create new and imaginative approaches to work related issues by encouraging and seeking opportunities to improve, innovate and implement changes to support the business;
  • Make a personal investment in the development of self and others by providing the opportunity to develop personal characteristics and to pursue career aspirations;
 
Qualifications
  • Business Administration or diploma in Port Management and Operations or advanced study in logistics is desirable particularly with a specializations in container terminals;
